The National Defense Intelligence Innovation Department within MITRE’s Intelligence Center develops creative solutions to evolve complex, mission essential capabilities, bringing expertise in acquiring and developing analytic solutions, data science, and workforce and business process maturation. We define, architect, design and prototype creative ways to integrate and fuse all-source intelligence and new sources of data to empower analysts and inform the programmatic and technical direction of new and existing programs.

The Department develops unique ways to receive and integrate all-source intelligence, increase sharing of tactical and strategic intelligence, support situational awareness and specific missions, better integrate across intelligence and operations, and create products that are more useful to customers that include the Combatant Command J2s.

The successful candidate will be passionate about working with the Defense Intelligence Agency, and their Intelligence partners to understand their Foundational Military Intelligence needs, communicate current capabilities and shortfalls, and what it would take to design, develop and integrate capabilities to address shortfalls.

The successful candidate will have experience transitioning capability to enterprise solutions and experience working in sponsor spaces.

Roles and Responsibilities:

The Chief Engineer of the Innovation Department works across the Intelligence Community, and across MITRE to define, demonstrate, prototype and transition innovative capabilities that advance intelligence analysis capabilities. The Chief Engineer is accountable for ensuring the Department’s deliverables are of the highest quality and works with the Department Manager to identify hiring and training needs to ensure the department maintains strong skills to deliver customer capability. The Chief Engineer is accountable for ensuring close coordination with other MITRE Centers, MITRE Innovation Centers and Department/Division Chief Engineers to ensure technical quality standards are met on interconnected efforts and customer delivery is relevant and useful to the customer. The Chief Engineer’s responsibilities include:

Technical Quality

  • Ensure the strength of the Department’s work by shaping its content and bringing a perspective that reflects knowledge of the customer domain and technical capability areas important to advance Intelligence Analysis.

  • Provide technical direction and oversight to project leaders to ensure best practices are developed and adopted.

  • Implement the technical quality program across the department to ensure products delivered to MITRE’s sponsors are independent, data-driven, technically sound and properly reviewed.

  • Provide assessments to recommend the most appropriate and impactful use of FFRDC resources on project activities within our work program.

  • Collaborate with Chief Engineers across MITRE to identify opportunities to define and improve technical quality norms across the Corporation.

  • Assess the current and future technical skills needed to support the customers; identify skill gaps and future capabilities, and work with the department manager to close the gaps through both training and hiring.

Technical Impact

  • Lead key technical areas across the Department and manage the Department’s technical connections across MITRE

  • Serve as the Innovation Department research and MITRE Innovation Program (MIP) coordinator, encouraging department members to engage in the MIP as either leaders or participants and engage project leads to both define new MIP areas of investigation, and highlight opportunities to adopt or extend existing MIP efforts of interest to their customers.

  • Represent the Department’s requirements to the MITRE internal research and development community to assist with defining investments to address sponsors’ pressing operational challenges

  • Drive technical contributions to impact all source intelligence analysis

  • Provide technical expertise and guidance at the Project, Task, and individual levels

Strategy Development

  • Partner in developing, refining, and driving the Department’s contributions to the Intelligence Center strategy and help ensure our contributions satisfy its goals, objectives, and initiatives

  • Identify new areas where MITRE is either uniquely positioned, or has an opportunity to provide, innovative capabilities to existing and emerging sponsors

  • Identify capability areas of focus for the Department that are aligned to current and future sponsor needs

  • Provide continuous assessment of the Department’s capabilities in order to inform hiring activities and investment opportunities

Staff Development

  • Demonstrate and promote MITRE’s cultural attributes (speed, risk-taking, adaptability, collaboration, grace and respect)

  • Mentor and develop staff and promote career path development and succession planning

  • Assist the Division’s formal mentoring program in conjunction with the department’s needs and requirements

  • Promote a culture of collaboration across all staff experience levels to improve MITRE’s value to sponsors

Partnerships and Initiatives

  • Drive innovation into the Department’s work program and coordinate technical outreach to industry, academia, and other stakeholders, ensuring that best practices and technologies are brought to bear on products/deliverables

  • Collaborate with Chief Engineers across MITRE including MPS, MNS, and MITRE Innovation Centers to identify opportunities to align efforts and increase impact to sponsors

Basic Qualifications

  • Typically requires a minimum of 12 years of related experience with a Bachelor’s degree; or 10 years and a Master’s degree; or a PhD with 7 years’ experience; or equivalent combination of related education and work experience.

  • An existing, active TS/SCI clearance

  • Ability to apply extensive knowledge of the Intelligence Community, Combatant Command Intelligence Directorates, and intelligence policy and strategy to advance modernizing All Source intelligence capabilities.

  • Extensive knowledge of MITRE’s organizational structure, work programs, and Intelligence Center efforts

  • Experience developing strategies to increase the impact of deliverables

  • This position has an on-site requirement of 5 days a week on-site.

Preferred Qualifications

  • Active TS/SCI with polygraph

  • Bachelor’s degree in a field related to advancing national-security

  • Experience in shaping the workforce and skill mix to develop the capabilities of the staff, to include high quality hires capable of work program impact and growth

  • Experience in shaping deliverables and help staff to deliver high quality products that leverage all of MITRE.

  • Detailed understanding of the IC’s Intelligence analytical domain

  • Proven track record in work shaping to meet sponsor needs

  • Excellent communication, writing and editing skills, including demonstrated ability to articulate complex topics to sponsors and staff

  • Proven track record of partnering with external organizations, including with the government, academia and industry to ensure capabilities and platforms are strategically leveraged in the execution of programs

  • Intelligence Community Analysis Tradecraft expertise

  • Experience with the DoD and Intelligence Community IT systems and security posture and regulations

  • Expert in Data Science, Acquisition in the IC, IT infrastructure and/or application development

  • Experience interacting with senior government officials

  • Experience working in the Intelligence Community (IC)

$181,000 - $226,000 - $271,000 Annual
