Department Summary:

The Health and Society Innovation Center (L220) Public Health, Environmental, and Life Sciences Department (L221) has a position available for a “Social and Environmental Health” Group Leader. We seek a talented staff member to join our leadership team for this McLean, Baltimore, or home-based position. Our division is responsible for the execution of work programs for the Health FFRDC (nee CMS Alliance to Modernize Healthcare), other FFRDCs, MITRE Labs-direct work, and important corporate initiatives.

Job Description:

As a Group Leader in Public Health, Environmental, and Life Sciences Department reporting to the Department Manage (DM), this individual will oversee the development, training, staffing, and performance of staff; serve as an innovation ideator and capability steward for the Social and Environmental Health capabilities with MITRE Labs; and support relevant work programs. Candidates must be able to effectively oversee staff engaged in translating Social and Environmental Health topics (sometimes to skeptics), supporting of analyses and evaluations of existing processes and data sources, and developing actionable recommendations to improve the effectiveness of national public health efforts. The successful candidate will also coordinate with Health and other FFRDC organizations to ensure optimal contributions to ongoing workstreams, including both engagement development and execution. The successful candidate will also be expected to serve as an example and embodiment of the MITRE Good Growth Strategy in action. .

Staff Management:

  • Provide leadership and first line, day-to-day management for personnel

  • Oversee and facilitate routine administrative aspects of employment

  • Support onboarding and assimilation for new employees

  • Communicate regularly with Group members to ensure well-being, engagement, and job satisfaction

  • Coordinate other GLs in L221 to optimize the staff experience

  • Encourage an agile culture of innovation and proactive thinking and action, consistent with the emerging MITRE Labs culture

  • Oversee return to office (RTO) activities for group staff, including compliance with corporate mandates

  • Engage in coverage-finding efforts for staff on, and not on, redeployment

Career Development:

  • Exhibits understanding of, and commitment to, the line items within the “Growing our Team” component of the MITRE Good Growth Strategy, especially a commitment to retaining and expanding our world class technical breadth and depth

  • Provide coaching, mentoring, and guidance for Group members to enable performance

  • Engage in regular CLEAR Conversations to create positive atmosphere for group members to develop realistic goals that capitalize on strengths and interests

  • Advocate for group members to identify opportunities for career experiences and developmental opportunities

  • Assist staff with issue resolution

  • Engage in staffing activities to match projects with staff competencies and identify stretch assignments to develop new skills

  • Assist staff with identifying and capturing appropriate training and development opportunities

  • Support development of transition plans and facilitate transitions between projects that meet the needs of projects and group members

  • Support the identification and capture of team-based learning opportunities

  • Encourage group members to attain professional/technical prominence, including through external publications, presentations, collaborations, and other outward-facing activities

Performance Management:

  • Exhibits understanding of, and commitment to, the relevant line items within the “Growing our Organization” component of the MITRE Good Growth Strategy, especially a commitment to sharing our knowledge for the betterment of the organization

  • Engage in regular discussions with Project and Team Leads about expectations, performance, and growth opportunities

  • Seek information and feedback on group members' performance and recommend corrective/development action when needed

  • Participate in annual performance management cycle activities and pay actions

  • Complete performance management reviews accurately and on time

  • Identify opportunities to recognize and reward group members' accomplishments

Quality Management:

  • Work with the DM and other leadership (e.g., Chief Engineers/Scientists) and team members to promulgate a culture of quality, excellence, teamwork, staff development, continued learning, innovation, evaluation, and benchmarking to ensure continuous improvement within the department and on all aspects of the department's work program

  • Encourage group members to seek and provide technical reach back within their areas of capability and expertise

  • On an as-needed basis, serve as technical subject matter expert/referent to review staff work progress and artifacts as part of an enterprise approach to continuous quality improvement

Extended Leadership Team:

  • Engage, as needed, with other parts of the MITRE Lab community

  • Promulgate all relevant components and aspects of the MITRE Corporation’s Good Growth Strategy to group and department staff, and strive to exhibit these as an example to all

  • Possesses an understanding of challenges across the spectrum for Social and Environmental Health topics

  • Assist the DM and other GLs in the collaborative process of steering the department, and function as a part of the extended Division Management Team

  • Promulgate the vision of the empowered GL through interactions with staff, the department, division and beyond

  • Participate in the leadership and management of the department's personnel activities, including identification, recruitment, development, and retention of personnel required to realize the department's mission, vision, strategy, goals, and objectives

  • Serve as primary change agent in developing and implementing Department plans, strategies, and programs

  • Ensure group members understand the strategic direction, priorities and activities and the capability they represent

  • Leverage role to support and further MITRE corporate strategies

  • Understands and can demonstrate, advocate for, and embody the MITRE Good Growth Strategy

  • Strong technical and management skills with practical experience with health-related programs

  • Ability to effectively interact with senior MITRE leaders, management peers, direct reports, and support staff on an as needed basis – this position is ambassadorial

  • Ability to work with department leadership to create an effective team.

  • Ability to lead, manage, and mentor a team of staff

  • Excellent written and oral communication skills

Basic Qualifications:

  • Typically requires a minimum of 10 years of related experience with a Bachelor’s degree; or 7 years and a Master’s degree; or a PhD with 4 years’ experience; or equivalent combination of related education and work experience.

  • Experience with Social and/or Environmental Health, especially as it relates to surveillance, response, evaluation, and possible interventions

  • The candidate should possess the ability to define projects or programs greater than themselves

  • This position requires a minimum of 50% hybrid on-site

Preferred Qualifications:

  • Master’s Degree (or above) in an appropriate field (e.g., public health, health sciences, medicine, environmental science) and 10 years related experience

  • Candidate understands that he/she will be responsible for work and/or customer relationship development and will act according to—and guides others toward—the proper balance of product depth with timeliness, as well as technical improvements with programmatic constraints, even when difficult compromises are required

  • Previous line managerial experience

  • Preferred candidates will be known, and recognized, by middle and senior management as a thought leader

  • Ability to network and develop key relationships across the Health Innovation Center and other Innovation Centers within MITRE Labs, as well as stakeholders from multiple FFRDC to identify opportunities for staff, as well as contribute to work shaping. Existing strong internal networks a plus.

  • Preference for a candidate with experience executing performance-based management approaches - providing regular performance-based feedback, coaching, mentoring to junior, mid- and senior-level staff
